Study On River Ecological Management And Conservation And Utilization Model In Southern Shaanxi

The 19th National Party Congress pointed out that we must vigorously promote the construction of ecological civilization and coordinate the management of forest and grassland in the forestland in order to meet people’s needs for a beautiful ecological environment.As one of the Middle Route in the South-to-North Water Transfer Project,the southern shaanxi region,in which the Han River and Danjiang River or the other rivers are well developed and their river networks are densely populated.The ecological strategy has a prominent position.In the new period of development,how to follow the idea of "lucid waters and lush mountains are invaluable assets",studying and constructing the southern shaanxi region river ecological governance and protecting utilization model has important theoretical and practical significance for promoting the economic and social development in this region and promoting the regional water ecological civilization construction.Based on the literature review and status analysis,targeted at building ecological water conservancy and sustainable development of water conservancy,demonstrated the necessity of river ecological management and protection and utilization in the study area,analyzed the difference between "benefit water" and "water conservancy",construct the "benefit water" model of river ecological governance and protection and utilization in the southern shaanxi region,and proposed the layout of the district project.Finally,taking the "ecological governance project in Danjiang(the part in Shangluo district)" as an example of engineering applications.The main research results are as follows:(1)Combining with the regional characteristics of rivers in the southern shaanxi region and the characteristics of river systems,demonstrated the necessity of river ecological governance and conservation and utilization in this region from the aspects of river governance development status,regional strategic positioning,and the need for water ecological civilization construction.Moreover,the differences between "benefit water" and "water conservancy" are analyzed from the aspects of thinking mode,behavioral subject and construction content,also proposed the"benefit water" mode of river ecological governance and protection and utilization in the southern shaanxi region.(2)Proposed the layout of river ecological management and protecting utilization projects in the southern shaanxi region under the "benefit water" model.In accordance with the principle of“according to local conditions,system governance,function development,and scientific layout",combined with the characteristics of river systems and distribution of cities and towns in the southern shaanxi region.Proposed the governance key,project layout,and engineering measures in different river basin sections respectively for the upper water source protection area,the middle city waterfront area,and the downstream natural ecology area,which provided a project path for pattern implementation.(3)Taking the Danyang Shangluo City Zone Ecological Management Project as an example to conduct an empirical study.based on the analysis of the background,status of project construction and the "benefit water" model,clarified the planning and construction ideas,proposed the overall layout of "One Lake,Three Districts,Five Courts,and Nine Scenes",formulated connection of rivers and lakes projects,landscape projects,and ecological recovery projects and so on.What is more,analyzed the comprehensive project benefits from three aspects:economic benefits,social benefits,and ecological benefits.
