| The metro construction project has such characteristics as long construction period,high quality requirement,large fund investment and complicated technology.In recent years,with the government departments to strengthen the management of metro construction in cities of China,the contract management and the cost level of metro construction are confronted with great challenges.Whether the contract management or level control of metro project cost,the difficulty is to contract change management,therefore,how to optimize the management of contract changes and how to improve the efficiency of contract modification has become the focus of long-term research of metro construction.Guangzhou Metro as the vanguard of the domestic subway construction,several years of experience accumulation,has formed a relatively perfect management system in the contract management and investment control of the metro construction project.However,with the rapid expansion of the subway network in Guangzhou,large-scale construction tasks followed,the construction contract cost management system will face a new round of challenges.Among them,the civil engineering project as the beginning of the whole construction process,is the key to whether the construction task can be carried out smoothly and whether the construction project can be completed according to the target.Optimize the civil contract change management model and improve the efficiency of civil engineering change audit will become the key work.The author rely on the experience of personally engaged in Guangzhou Metro contract change management and collecting data,Through the study of the current situation of the change management of the construction contract of Guangzhou Metro line 5,this paper has the following research results: 1、Firstly,using the analytic hierarchy process combined with line five of past data to analyze the influencing factors of Guangzhou metro construction contract changes,and draw the conclusion that the design changes is the largest weight;2、 Next,combined with the case of line five civil engineering change,this paper puts forward several aspects that using of value engineering principles for program optimization,reasonable to determine the comprehensive unit price and improve the terms of the contract to be studying of how to be effective control management for design changes;3、The BPI(Business Process Optimization)theory is used to optimize the original approval process,and put forward some advices as the proposal of fully decentralizing the process,adjusting the organizational structure of the manager and designing the three-level approval system;4、The author puts forward the optimization measures from the aspects of contract change reporting requirement,business authorization,control audit time limit,use information system to improve the efficiency of change approval,and then evaluates the efficiency of the optimized change approval. |
