With the great development of the marine economy,the Zhoushan Islands New District ushered in a golden period of development.As a port for docking and loading and unloading bulk cargoes,including port piers or container docks,it can directly supply oil to vessels while reducing the time of port calls,while loading and unloading bulk materials(petroleum,petrochemical products,or containers).More and more reflect its important role.Under such circumstances,it is increasingly worth pondering and studying how to provide direct oil supply to ships while handling ships efficiently and safely in ports that are busy and busy.In this paper,taking the Jinzhou Terminal of Zhoushan Port in Ningbo as an example,the risk factors of personnel,equipment,environment,management,and other angles from the angle of danger of the terminal of the oil depot are introduced.Then,from the point of view of receiving and dispatching oil from the wharf,details of the operation and precautions in the direct oil supply process are described in detail,supplements and suggestions have been made for some deficiencies found in the actual work of oil delivery,and a process improvement has been made for the direct oil supply process.The arm that can remove the remaining oil in the arm can not only avoid the oil spill accident but also reduce the economic loss.At the same time,for the next article based on fuzzy mathematics theory to make a good background for the terminal security risk assessment.Fuzzy comprehensive theory is one of the methods to study uncertain and uncertain things.Due to the diversity and complexity of risk factors in Jintang Wharf and the particularity of the direct oil supply process,this article introduces methods for further risk assessment.First of all,the use of expert survey method for the risk factors of the terminal to make statistical survey related data,and then draw the weight ratio of the relevant factors,and finally use the mathematical tool MATLAB to draw relevant data and conclusions.This evaluation not only provides a theoretical basis for reducing accidents at Jintang Port,but also provides valuable suggestions for the improvement of safety measures at Jintang Terminal.In addition,the article focuses on the concept of "ship-port-one-in-one" fire safety protection for Jintang Wharf's direct oil supply security,and is also one of the breakthrough points in the article.Under the inherent concept of the past,ships and port terminals must have their own fire safety system.The connection between the two is not significant.When the accident occurs,the two parties do not get the first time dialogue,and it is precisely because of this isolated existence.It is a story that any one of the individuals on the ship and dock is at risk of fire and explosion,and the other party cannot properly take effective measures to increase the loss of the accident.The ship-port-in-one fire-fighting system is capable of responding to fire accidents such as fires and explosions at terminals or ports.It has quickly taken corresponding measures to supply oil to the terminal,shut off the hull and fuel arm valves,and prepared fire-fighting facilities for both parties.Avoid further accidents.In the end,the author summarized and summarized the whole article,hoping to provide a good theoretical foundation and practical significance for the field of direct oil supply.
