With the growth of overseas trades,the shipping industry has gradually recovered.The throughput and the number of ships are increasing in the port.The process of China's marketization is accelerating,and domestic bonded oil is approaching the international oil price,even more and more ports allowed refueling the foreign ships at the anchorages outside,which makes the market of sea refueling continue to grow.The number of offshore oil supply enterprises and tankers is increasing,and the market competition.is increasing.Largely and frequently oil operations on the sea has a potential threat to the port operation safety and water environment protection.In order to expand the scale of the sea refueling market,standardize the operation of the sea refueling market,to ensure the operation of the market orderly and to guarantee a sustainable development.For port supervision departments,we must scientifically and rationally plan the size of the tanker,balance the transportation capacity of all the fuel enterprises,improve the overall service level,reduce the operation cost and prevent the pollution of the tanker.In order to solve the problem of tanker allocation and cost budgeting,minimize the total cost.According to the characteristics of real-time and auxiliary services at sea,give an analysis of the configuration on the basis of the reasonable assignment of tankers.In this paper,we consider the demands of refueling,the types of oil products and the oil limit of the tanker introducing a concept of task sequence.To build a simulation model of configuration of tankers aimed as satisfying the service request with the objective of oil demand,navigation distance,and capacity reserves as constraints.Then,the resource allocation of the tanker is constantly adjusted,and the quantitative relation data of the resource allocation and the cost output are obtained.The research shows that this model can provide quantitative analysis and solution for the resource allocation problem of real-time scheduling,which includes demands uncertain multipoint round trip and allowing preempt service.
