Research On The Evaluate Model Of SMS Audi

Since its implementation in the 1990s,the International Management Code for the Safe Operation of Ships and for Pollution Prevention(International Safety Management(ISM)Code)has played more and more significant role in waterborne transport safety.For a better implementation of the ISM Code by its Parties,the International Maritime Organization(IMO)has disseminated MSC-MEPC.7/Circ.5"Guidelines for the Operational Implementation of the International Safety Management(ISM)Code by Companies" and Resolution A.788(19)"Guidelines on Implementation of the International Safety Management(ISM)Code by Administrations" amended by Resolution A.913(22),Resolution A.1022(26),Resolution A.1071(28)and Resolution MSC.353(92).The circular and resolutions have played an active role in promoting the effective implementation of the ISM Code.However,evaluation results of some companies are inconsistent with the actual situations when carrying out safety management system audits by the same evaluation model,due to different understandings of the Code by different auditors and different characteristics of companies in different regions.Therefore,it is particularly important for different regions to make appropriate adjustments to the evaluation indicators so as to adapt to the actual conditions in different regions based on the actual conditions of audit work and supervision and inspection of companies over the years.This thesis firstly analyzes the indicators of models commonly used by China Maritime Safety Administration in safety management system audit and evaluation of shipping companies,based on the summary of the conventions,codes and guidelines for the safety management system audit of shipping companies home and abroad and the basic audit situations of ISM/NSM Codes and safety management systems.Secondly the audit evaluation model is established based on analytic hierarchy process,factor analysis and fuzzy evaluation principle.And the corresponding weights in the evaluation model are adjusted based on the data of non-conformities discovered in safety management system audits of companies in Hebei Province for several years.Finally,the validity of the model is verified by examples.
