With the rapid development of China’s economy and the process of industrialization,the conflicts of water usage in China’s industry become increasingly prominent.Agriculture is the largest water user,and now industry becomes the second.Combined with the extensive mode of production,the waste problem of water resources is very serious and so is the low recycling rate of water resources.And the industrial waste water causes heavy environmental pollution,all these facts remind us of the critical importance of improving the efficiency of industrial water usage.With the high-speed industrial economy and the severe scarcity of industrial water,it is realistically meaningful to research on the overall efficiency of industrial water usage and make suggestions accordingly to make the situation of industrial water usage better.This paper uses data envelopment analysis to research on the efficiency of industrial water usage based on the panel data from 2006 to 2015 of the 31 provinces in China.And it also makes use of the four-stage DEA model to get rid of the environmental influencing factors and the Bootstrap-DEA model to get rid of the random influencing factors to make the efficiency value get more close to the true value.This paper will divide the 31 provinces of China into several different groups according to their technical efficiency and pure technical efficiency based on clustering analysis,and analyse the influencing factors which have great effect on the efficiency of industrial water usage in China through Tobit model.This paper is trying to figure out a clear frame of the overall efficiency of industrial water usage and a deep analysis of the environmental influencing factors affecting the efficiency.Based on the conclusions,this paper will put forward some suggestions accordingly,and hopefully it will contribute to improving the efficiency of industrial water usage in our country.Through the analysis of the empirical results,this paper gets the conclusion as follows.First of all,after the adaptation of the environmental influencing factors,the value of technical efficiency and scale efficiency gets smaller and the value of pure technical efficiency gets bigger on the whole.The influential factors really make a difference in the efficiency of industrial water usage,so it is necessary to make an adjustment of the four factors to get a more precise result.Second,the value of technical efficiency and pure technical efficiency gets relatively much smaller after the adaptation of random influencing factors.And it shows the influence caused by random effects ismuch stronger than that caused by the environmental influencing factors.Third,,the result of the traditional DEA、four-stage DEA and bootstrap-DEA shows the efficiency value of provinces from east part of China is obviously higher than those from middle and west part of China,and the middle part is higher than the west part in technical efficiency and the west part is higher than the middle part in pure technical efficiency.Fourth,This paper divides the 31 provinces of China into 4 groups according to their technical efficiency and pure technical efficiency based on clustering analysis,the trait of the first group is that their technical efficiency and pure technical efficiency are all great including Neimenggu,Zhejiang,Hebei,Shanghai,Liaoning,Jilin,Hainan,Ningxia,Beijing,Tianjing,Guangxi,Xinjiang,Guangdong,Shandong and Jiangsu.The second group includes Henan,Yunnan,Qinghai,Hunan,Shanxi and Gansu,their technical efficiency and pure technical efficiency are not high or not low,just in the middle.The third group includes Shanxi,Guizhou,Fujian,Chongqing,Anhui,Sichuan,Heilongjiang,Jiangxi and Hubei,their technical efficiency and pure technical efficiency are all low.The last group includes Tibet,its technical efficiency is low and pure technical efficiency is high.Fifth,among all the factors potentially affecting the efficiency,natural endowment,economic development level,scientific technological progress,industrial structure and industrial water reuse rate are significant variables.These five factors make a significant difference in the efficiency of industrial water usage,so taking practical actions from the five aspects really matters a lot.Finally,this paper makes a conclusion of the whole empirical research and puts forward some relevant countermeasures and suggestions based on the research above in order to make a contribution to the improvement of the efficiency of industrial water usage.
