In recent years,the south China sea region(SCS)has become the focus of peripheral countries and regions due to its rich oil reserves and unique strategic value.Vessels are easy to faults when they are sailing on ocean away from land.In the case of shore-based maintenance,It may be exposed to the second danger to the vessel during the towage,and there is the possibility of leaking advanced technology.Exploring more efficient,safe and timely maintenance is a top priority.The self-propelled semi-submersible maintenance vessel has obvious advantages,and own the function of float-up/float-down(similar to semi-submersible vessel)and maintenance(similar to floating dry dock).Self-propelled semi-submersible maintenance vessel can rescue and repair the fault ships timely,using the maintenance equipment on board.It help to realize the on-site maintenance of vessel fault and equipment fault,cutting the maintenance time in half nearly,in contrast to traditional shore-based maintenance.Besides,the self-propelled semi-submersible maintenance vessel can do the transportation of awkward and lengthy cargo,and the salvage of shipwrecks and so on.The paper analyzes the actual demand of self-propelled semi-submersible maintenance vessel in the south China sea,and divide the demand into warship maintenance,oil and gas field equipment maintenance,merchant ship maintenance and transportation of awkward and lengthy cargo.Select 9 ports to be alternative port of self-propelled semi-submersible maintenance vessel.Based on timeliness and economy to response the require,establish modified k-median location model.The main research object in the paper is 50,000 tons of self-propelled semi-submersible maintenance vessel.Finally,the model is calculated by using Genetic Algorithm(GA).Based on the result of the model,the paper explore the allocation of self-propelled semi-submersible maintenance ship in the south China sea.And propose that three self-propelled semi-submarine maintenance vessels should be allocated in the south China sea,respectively in Shenzhen Port,Fangcheng Port and Sanya Port.
