As global development trends and presence, ship maintenance work has been expand to deep sea..In order to guarantee the maintenance work being carried out smoothly,the conceptual design of new offshore maintenance platform as well as its technical and economic demonstration are addressed as one of the important questions.The main studies in the dissertation about the above problems are as follows:1.With the analysis on the necessity of assigning offshore maintenance platform,the status of existing repair ship and suitability of the existing repair ship,a conceptual design of new offshore maintenance platform is worked out based on the state-of-the-art technologies and potential future needs.This scheme and the features of the design are introduced, the basic technical performance is determined, and the measures are provided to promote the ability of marine maintenance. At the last,the issues that need further investigating are proposed.2.A dynamic selection model for offshore maintenance mode based on scene analysis in the intuitionistic fuzzy framework is established based on proposing the concept of dynamic influence degree.The offshore maintenance platform and offshore maintenance mode are studied and demonstrated.The results show the applicability of the self-propelledsemi-submersible repair platform as well as the necessity for the allocation,and the results also prove the correctness of the the Chinese navy's decision for the allocaton offloating dock and semi-submersible ship.3. The fleet size and structure within the planning period is optimized. Based on the angle of macro operations, we devote to the ship type scheme selection and configuration problems, which meets the practical needs of the ship operation organization,and achieves the reasonable use of resources and maximizing the social and economic benefits.4.In order to resolve the reference ship selection issue, a novel dynamic-weight SIR under Uncertainty (DWUSIR) is develop. with imprecise, uncertainty and uncompleteness, with a view to the effect of short-board attributes in the decision making, this paper therefore uses the concept of degrees of belief and the dynamic-weight theory are intrduced. The linguistics terms with degrees of belief and triangular fuzzy number are used to present the incompletemess,uncertain data as well as the insufficient expertise.Based on the dynamic weight theory, the dynamic weight model is constrcted by the state variable weight function. The variable weights aredetermined by presetweights and state values of the attributes. A case study is used to illustrate the validity and the feasibility of the novel framework.5. Ship demonstration model is established based on the preference of the decision-maker and mutual feedback mechanism.Bsed on the ananlysis of characteristics of new engineering ship demonstration and the practical considerations, the mutual feedback mechanism is established due to the data with fuzzy and uncertainty, so decision-making information is gradually increaseed through the information mutual feedback, which makes the decision information to increase gradually, and the scheme is gradually modified through the mutual feedback of the information.In light of the reality of the limited rationality of humankind, attention must be paid to the influences of decison maker's experience and expection, the preference design theory and prospect theory are introduced to construct the ship demonstration model. Finally, a ship scheme is proposed by using the model.
