The Research On Planning Strategies Of Basic Educational Facility In Hunan Rural Area On The Background Of Population Shrinkage

The rural areas have long been the weak link of China’s economic development,and the long-term urban and rural two structure make the gap between urban and rural areas expanding.The gap between urban and rural areas is not only reflected in the income of urban and rural residents,but also reflected in the level of urban and rural infrastructure and public services.The planning and layout of public service facilities,especially in rural areas,is lack of systematic,effective and appropriate guidance.Public service facilities play an important part of the new rural construction and planning,which is directly related to the development of the rural economy and the improvement of the quality of life of farmers.Behind the rapid urbanization in the country,is a large number of villages and towns in the area of shrinking the "hollow village","hollow town","left behind children" and other issues,a serious impact on the public service facilities planning in villages and towns.Based on the domestic and foreign public services theory and practice research on the rural area in Hunan Province as the research object,through the combination of statistical data and practical research by way of in-depth investigation and study,from the perspective of the background of the population shrinks,the population shrinks the towns of Hunan province village and town spatial development public service facilities comprehensive situation,found that the urban and rural public service facilities and service facilities of rural areas is not balanced relationship between supply and demand imbalance phenomenon,resulting in urban and rural space layout imbalance and bring the township merge restructuring and other issues affecting the planning of public service facilities seriously.The author analyzes the population of residents of rural areas under the background of shrinking demand from rural residents population age structure,of all kinds of facilities will demand,summed up the characteristics of the development of public service facilities in rural areas in general,try to put forward the strategies and methods of planning of public service facilities in the rural area.To construct the system of public service facilities planning of rural areas,and in Shuangpai County of Hunan Province town of Ho Dong township public service facilities planning as an example,empirical analysis.Planning strategy in order to "smart contraction" theory as the guidance,multiple supply pattern development layout of Township,and enjoy equal difference configuration,flexible space and renewal planning method,etc.,from the basic educational facilities,cultural and sports facilities,health facilities,combined with the existing standards of planning techniques in detail,and based on the study of theory and practice,put forward the framework from the planning system,the scale of quantitative and qualitative function layout point,in order to provide reference for the rural area population shrinkage of the public service facilities planning.
