Research On The Service Evaluation And The Remuneration Of Engineering Supervision

The development of construction project supervision system in our country in the past thirty years has made the quality of supervision project in the whole area increase,it plays an important role in the quality management of engineering construction in China.Project supervision system is mature,but also exposed some problems,the market competition of supervision is intense,the remuneration depressed becomes the norm,all these resulting in the supervision jerry-build and reduced quality.Now,the charge standard of supervision service is released,carrying out the market-adjusted price,in this case,the tender offer of supervision is diversified,the employer is more feasible to lower prices,forming a vicious cycle of low supervision fee and low supervision service quality,it hinders the development of supervision industry.The aim of this paper is to set reasonable supervision fee calculation method in the open market,using the fixed price bidding evaluation,establishing supervision service evaluation standard for payment method,combining the service evaluation and compensation methods,making the evaluation results improve the supervision fee payment form,closed to realize service evaluation,standardize supervision market behavior.In view of the phenomenon that the supervision market is in the low price,this paper puts forward to improve the supervision evaluation method,that is to use fixed price evaluation.Under the condition of open market,a scientific and reasonable calculation method of supervision fee is necessary to use fixed price bidding evaluation method.According to the nature and characteristics of engineering supervision,to design the payment method which is based on the wages of supervision staff.Some conditions are need to use the payment method in fixed price bidding evaluation method,based on the analysis of the supervision plan and supervision cost,discussing the feasibility and scientificity of payment mothod.At tender time,evaluate the quality of supervision service with fixed price,in the process of supervision,the main body like the employer,the supervision enterprise,the competent department and so on evaluate the supervision personnel and service content,setting reward and punishment system,ensure the quality of supervision service is consistent with the employer's requirements and remuneration.Finally,the research result of payment method and supervision was applied to draw up supervision tender documents,to improve the contract terms,tender documents,and tender documents,to perfect the supervision contract,and to establish the contract basis for the supervision service evaluation and supervision fee.
