| With the rapid development of science and technology,more and more scientific research projects are showing the characteristics of engineering and application.The free and open research project management model in the past has encountered great challenges.As the third party,the supervision of research project under this environment will supervise and evaluate the research process of the project independently.This kind of supervision can effectively assist the process management of the project.On the other hand,in the process of strengthening the process management of S&T projects,the risk of implementation has been discovered and addressed.S&T community has suggested to effectively control such kind of risk.But up to now,there is no systematic quantitative analysis and supervision work on the risk link in the S&T projects supervision.Focusing on engineering and application S&T projects,this paper introduces the technical means of risk identification,risk analysis and risk management to the S&T projects supervision work,and carries out research on supervision methods for risk.The author’s main work is as follows:(1)Through literature review and expert interviews,this paper analyzes the characteristics of the implementation risk of S&T projects,summarizes the concept,process and main characteristics of S&T projects supervision work,and introduces the technical means of risk analysis.It serves as the research foundation of the following chapters.(2)The author raises the list of S&T projects implementation risk through literature review,questionnaire survey and other technical means;established the index evaluation system of influence degree of S&T projects implementation risk through qualitative analysis and quantitative analysis,thus obtains the influence degree sorting and grading of various risks in the process of S&T projects.(3)According to the identification list of the implementation risk of S&T projects and the sorting and grading of the influence degree,and combining with the process and characteristics of the supervision work of S&T projects,the paper raises supervision workflow of S&T projects based on risk management.In view of the implementation risk of each grade,the paper raises the countermeasures and the focus of supervision work.(4)Taking a small gas turbine R&D project as a case,the author carries out the supervision work for risk implementation.The paper verifies the effectiveness of risk identification list and impact degree index evaluation system of S&T projects,and also verifies the effectiveness of S&T projects supervision based on risk management.The effectiveness of the risk index evaluation system of S&T projects and the effectiveness of supervision work for the S&T projects implementation risk are verified.Through the above research,it is expected that all sectors will pay more attention to the management and supervision work of the implementation risks in S&T projects.The author hopes that the relevant research results will provide methods and processes that can be used for reference for the supervision work of S&T projects implementation risk,and better promote the supervision work of implementation risk in S&T projects. |
