Water is the cradle of civilization.A group of historical towns develop due to the convenirnt water transportation,as well as decay with the decline of inland navigation.Most of these towns still have some valuable historic relics with local culture characteristics.However,except few famous historical and cultural towns,others are suffering from the irreversible damage of relics and traditional scene.The historical and cultural values have not be widely identified in the process of urbanization,leading to the huge trouble of the protection of traditional civilization.The dissertation judged the multi-level value system of the historic port towns,from the development dimension and the comprehensive dimensions.On the basisi of value assessment,the cause research about the conflict of the inefficiency of technical methods values and was summarized,from the perspective of the dialectical unity between protection and development.This study aimed to the continuation of town functional system,the inheritance of local culture,and the improvement of human settlements,explored possible solutions through the rules of integrated c.onservation,maintaining cultural diversity,protection and development coordination,and people-oriented principles.The major strategies were proposed with the case study of Tian Shenggang old town,contained several aspects about economic development,history,culture and nature.
