Major Historic Town in China got an obvious success on its conservation and development. However, some other historic towns only left historical relics which is smaller, more scattered, low-level historical and cultural relics. Yet, the intangible cultural heritage has almost disappeared. These Minor Historic Town have not been paid attention sufficiently in terms of academic research or practical policy-making. Now they have fallen into a status that protecting status quo is unbearable, conservation ideas is still unclear, the plight of conservation action is very weak. Meanwhile, historical and cultural conservation of a region also requires a large number of the general historic towns and villages consisting of a broader historical and cultural matrix. Consequently protecting minor historic towns is urgent and of great significance.Therefore, this study researches on minor historic towns such as Tangxi Hangzhou, Guli\ Shang-lake\ Meili Suzhou, Minghe Ningbo, and historical and cultural towns such as Luzhi, Zhouzhuang, Tongli, Wuzhen, and collects data of other historic towns in Shandong, Sichuan provinces and so on. According that sorting by induction, sum up the space isolation, functional edge, social heterogeneity and cultural fracture, a conflict of interests, hoping to reveal the nature reason of "three mistakes" and "three evils" under the "separation" phenomenon characterized by these five aspects.Based on phenomena and problems, following conservation concept of "minor historic town is town" and "minor historic town is a whole town", this study proposes the six "integrate" strategies to protect general historic cities and towns, which are strategies of features kneading, space integration, cultural blending, social closure, combining the interests, multi-dimensional joint.
