Study On Management And Control Of Public Space Of Building:Based On The New York City Experience Of The POPS

Under the influence of the diversified market economy,the lack and the poor quality of architectural public space have triggered the trend of the "urbanization" of architectural public space.The architectural public space put forward in this paper not only belongs to the category of architectural public space,but also possesses the nature of urban public space.Architectural public space refers to the architectural activity site located inside the construction site whose use right has been shared with the public for all-day access and use.However,during the implementation of architectural public space,multiple problems,such as the lack of publicity,the weak activity atmosphere and the serious privatization of the spaces,have emerged.How to conduct the effective management and control over the development and construction design of architectural public space in current planning and management system has become the key problem that must be solved.Through the comprehensive analysis of the related theories and practices of architectural public space and design management and control,this paper has drawn lessons from the management and control experience of POPS(privately owned public space)in New York in the United States,and based on the analysis of the actual effect of the management and control on the architectural public space in China,it proposes the design-guideline-dominated management and control framework for architectural public space design which is appropriate for the actual situation in China.The paper has constructed the design-guideline-dominated management and control system for architectural public space design and has emphatically discussed contents in multiple aspects,including the target of management and control,and the implementation strategy,the extraction of design and management elements and so on.The contents of the paper can be divided into four parts.Among which,the first part contains the contents of the First and the Second Chapters,which puts forward the basic concept of architectural public space and analyzes its features,nature,and types based on researches of theories and the summaries of practices.Through the discussion on the urbanized feature of the architectural public space and the expansion effect of design management and control,the topic of architectural public space design management and control has been introduced.The second part contains the content of the Third Chapter,which carries out in-depth analysis on the POPS(privately owned public space)in New York in the United States from aspects of its development history,hierarchical system,reward mechanism,implementation and operation,regulatory environment,contents of design and management and so on.It has also concluded the aspects which the development status of China's architectural public space can draw lessons from.The third part contains the content of Chapter Four,which puts forward feasibly influencing elements of architectural public space design management and control in China and analyzes the current situation and dilemma of architectural public space design management and control from the aspects of planning design and management implementation under current planning and management system.Combining with the case analysis,the paper discusses related problems which architectural public space may encounter in the process from development and construction to operation.The fourth part contains the content of the Chapter Five and Sixth,which proposes the design-guideline-dominated management and control framework for architectural public space design focusing on the excellent experience and reference as well as the dilemma of management and control emerged,which have been concluded above.And it carries out the discussion on the architectural public space design management and control system from the aspects of the establishment of the management and control goal,the implementation strategy,the extraction of design and management elements and so on.Finally,taking the 22 and 23-1 neighborhood in Shenzhen Central District as an example,the design and control of the public space design and management system are tested and analyzed.
