To tackle with the crisis brought by climate changes,Chinese government constantly sets low-carbon targets and policies regarding carbon emissions control.Accurate greenhouse gas accounting and quantification will be one of the foundations of actions to tackle with climate changes.Currently,the calculation standard of construction engineering sector is not perfect yet.The lack of calculation standard with refinement specifically on construction phase still exists.Therefore,this paper is of great sign ificance to accurately account carbon emissions quantity in construction phase of construction engineering and fill in the blank of carbon emissions accounting standard system in construction phase.In the meantime,it is innovative to establish carbon emi ssions accounting system which specially targets at construction and to provide methods of quantification of carbon emissions for low-carbon management in a certain degree.Through the investigation and summary of the current domestic and foreign studies on carbon emissions accounting,with comparison and analysis of standard systems of greenhouse gas accounting issued by domestic and foreign authorities,which are relatively mature on aspects of nations and products,this paper extracts the key methodolog y of greenhouse gas accounting,with combination on the characteristics of construction process of domestic construction engineering and project management,establishing the accounting system of carbon emissions in construction which fits the characteristi cs of construction phase in construction engineering in China.This paper designs and elaborates the contents in the system,which include targets and principles of carbon emissions accounting in construction,scope divisions of carbon emissions accounting,confirmation on accounting methods of carbon emissions,reports of carbon emissions and its quality management and so on.This paper divides accounting scopes basing on time and space,and uses the method of unit process analysis to refine the accounting scopes.This paper categorizes carbon emissions sources of construction into two types,direct emissions and indirect emiss ions,covers the data types of carbon emissions sources required for carbon emissions calculation in construction,and designs data collection rules and quality control principles of carbon emissions sources consumption.This paper designs two types of car bon emissions factors accounting methods in construction,which are based on carbon sources consumption and fixed quota engineering quantity,better meeting the work requirement of carbon emissions control management in different phases of construction eng ineering projects.The emissions factors used for carbon emissions accounting in this paper are selected from specific dynamic factor libraries.At the same time,it will improve carbon emissions factors in accordance with the latest date calculation.This paper designs unified forms of carbon emissions accounting and the main contents of carbon emissions report.Through case studies on the application of this carbon emissions accounting system in construction during different phases of construction enginee ring project management for carbon emissions control,this paper can provide guidance for relevant work regarding estimation of carbon emissions quantity,which will help enterprises to set carbon emissions control targets and realize actual measurement mo nitoring of carbon emissions quantity in construction and rectification control and so on.It is valuable for the application of low-carbon management in engineering projects and plays a fundamental role in promoting the improvement of the accounting system of greenhouse gas in construction engineering industry,as well as establishment of carbon emissions trading market.
