The rapid expansion of the building industry occupies a significant position in stabilizing China's national economy,absorbing rural population employment,promoting new urbanization and maintaining social stability.However,because of the particularity of the construction industry,a comprehensive attention should be paid to the sudden occurrence of high frequency and high losses.The construction industry's number of accidents and death has become the second largest of all the industries,preceded only by the transport industry,and the whole security circumstance is still very austerity.During the past few years,many scholars on the study of building safety mainly focused on safety management,but the study of emergency management is poor.Emergency management can pre-understand the existence of dangerous sources of the project,and for the source of the corresponding risk of the end of the program,can enhance the staff's emergency awareness and ability in the face of emergencies can face,so the casualities and losses can reduce to a minimum.So,it is of great theoretical and practical significance to evaluate the emergency management level of the construction project safety emergencies.Through the combination of qualitative analysis and quantitative analysis,this paper evaluates the emergency management level of construction project emergency.First of all,through the literature research methods to understand the current situation of emergency management at home and abroad,and the unexpected events,the reason of the accident,emergency management theory lays a theoretical foundation of this paper;Secondly,the evaluation index system of construction safety emergency management level of construction project is determined,including three first-level indicators and 22 second-level indicators,and the material-element extension evaluation model.Finally,through the questionnaire survey,the data of each index are quantified,and the method of analytic hierarchy process and entropy weight method is combined to determine the weight,and the extension of the assession model is applied to for analysis and assess the actual project,and according to the results,decision-making laboratory analysis is used to determine the relationship between the lower level of factors,so can improve their own emergency management capacity targeted.The conclusion shows:The analysis of Windsor International project found that the project emergency management level characteristic value of 2.14,in good and qualified,the current level is good,but there is the possibility of conversion to the level of qualified,from the primary indicators,personnel factors and material factors eigenvalues of 2.08 and 2.45,respectively,are also between good and qualified,the environmental factor eigenvalue of 1.94 is between good and excellent,so the main first-class indicators should be grasped are the personnel factors and material factors;from the secondary indicators,the emergency training,propaganda and education,emergency exercise,fire facilities,alarm systems and personal protective facilities,the level of the indicators is low.At last,the study makes the relevant advises and steps to enhance the emergency management level of the construction projects from three aspects: human,material and environment factors.
