Since the reform and opening up,the economic construction and the pace of urbanization of China has entered a period of rapid development.Accordingly,Beijing rail traffic has increased by 40 kilometer per year.The line network will reach the world advanced level,which exceed New York,London,Paris and other international metropolitan city.In the facing of rapid expansion construction task,it gives the project management of the subway construction process higher requirements.It not only requires the timely complete and ensure the quality of construction tasks,but also to reasonably control the investment which cannot exceed the estimated cost,since the government began to pays more attention to the investment after completion and the post project evaluation.Therefore,raising the level of project management is needed for the rapid development of modern society.During the construction of the subway,the engineering change number of each line count by the hundreds or thousands,and the cost accounted for 1 0 to 20 percent of the contract amount,this section is variable,and this kind of variable not just means increase investment,but also brings some adverse factors such as engineering settlement,management coordination etc.Therefore,control of the number of changes occurred means to effectively control investment.How to reduce the number and risk of engineering change,researching and resolving these issues is very important from the perspective of managers ' view.Through investigation and data collection,this paper will makes a systematic study and analyse the engineering ch ange of Beijing subway civil engineering.This paper describes the characteristics and status of Beijing railway construction project change management and presents the problems of management,counting all the engineering change from different aspects,and researched the reason which caused the engineering change.It is shown that the change contractor proposed is the most remarkable,which accounting for 7 5.7% of the total.The main reason is that covering issues causes the most changes and spend the most.Combining with work experience of existing projects,this paper presents a series of improvement measures and practices from the design stage and construction stage,and they are strengthening compliance and design units,perfect supplement change management approach,revision of tender documents,independent risk control and etc.This will helps to minimize the number of changes to control and effectively control of the overall investment.This paper also used the related management measures in the buildi ng process of Beijing Metro Line,and verify implementation effect through engineering examples.Practice has proved that it indeed helps to improve the change management system,enhance the management level,meanwhile reducing the cost of engineering chan ges,and directly reduce engineering claims,conducive to the smooth conduct of settlement work,strong operability,and it has played a significant control effect in subway construction investment.Therefore,this case can be used as reference to other ne w subway line construction management.
