Industry is the driving force of China's economic development,and water resources is the bloodline of industrial development.Although per capita water amount of China accounts for only 28% of the world's average,industrial water consumption increased from 50.8 billion m3(1980)to 142 billion m3(2014).The contradiction between the shortage of water resources and increasing industrial water consumption is becoming more and more fierce.The strictest water resources management system requires the national water consumption efficiency to reach or approach the world's advanced level in 2030,and the water consumption per ten thousand yuan should drop below 40 m3.Therefore,to research the industrial water consumption efficiency and its dynamic evolution and driving factors is of great significance.In this paper,we summarize the existing papers and analyze the current situation and characteristics of industrial water.Based on the stochastic frontier model,we select panel data of China's 31 provincial administrative region(except Hong Kong SAR ?Macao SAR and the Taiwan region)from1999 to 2014 to measure the industrial water efficiency calculation.Then we analyze the regional difference.Through the clustering methodology,we divide the provinces into groups of high efficiency,medium efficiency and low efficiency.In addition,we analyze the difference between groups and summarize the characteristics of industrial water consumption efficiency as well.Then,we choose the natural resources,economic level,industrial development,industrial structure,water structure and the government influence as the driving factors of industrial water consumption efficiency,and build the Tobit regression model to analyze the industrial water consumption efficiency driving factors of China and the three groups empirically.According to the research,we put forward some relevant countermeasures and suggestions,in order to improve industrial water consumption efficiency and provide guidance and theoretical basis for water saving strategies.Through the study of this paper,we mainly come to the following conclusions: the average industrial water consumption efficiency in China shows the trend of rising year by year.The industrial water consumption efficiency of east,mid and west has apparent difference,the value of east is the highest,the midland second and western is the lowest.Through the clustering methodology,we can see that the overall distribution of China's industrial water consumption efficiency is decreasing gradually from southeast to northwest.Provincial industrial water consumption efficiency in is in a rapid growth trend and the gap of industrial water consumption efficiency between regions is shrinking.The industrial water consumption efficiency dynamic evolution of east,mid and west has significantdifferences,the kurtosis and shape of the curves each with its own features.And the kurtosis of high,medium and low efficiency groups has no obvious change,it also verify that the Cluster analysis results is ideal.At the same time,the density distributions of each group's industrial water consumption efficiency are all in unimodal pattern obviously,it indicates that the difference within each group is small and has convergence trend.According to the driving factors analysis of China,the per capita amount of water resources and the industrial water consumption efficiency has negative relationship,but the economic level and the industrial development have very strong positive correlation with industrial water consumption efficiency.
