The Efficiency Criterion Of Industrial Water Consumption In Hebei Province

In recent years, the industry in Hebei province developed rapidly. Hebei province has high-water-consumption industrial structure. There are lots of extensive-production and resource-dependent enterprises,while the number of low consumption of water, low-emission and clean production enterprises is small. Although the industrial water consumption declined every year, there is a big gap in water-saving level compared with developed countries and Tianjin, Shandong and other provinces. This is incompatible with the severe water shortage situation in Hebei Province. Research on how to control the industrial water consumption efficiency are very important. It will help the enterprises to improve the technology of water-saving and water reuse.This article objectively analyzes the severe water shortage status and situation in Hebei Province, describe the situation of industrial water consumption and point out the problems. Illustrates the importance of strengthen the control of industrial water consumption efficiency.This paper takes the industrial water in Hebei province as the study object. By studying the cities industrial layout in Hebei province and investigating the situation of industrial water consumption, this paper point out the efficiency criterion of industrial water consumption. We take the water consumption per10000industrial value added as the assessment indicator. We use the gray prediction method, proportional decomposition method, trend forecasting method and heighten recycling rate method to decompose the quota for each city in Hebei.This article also gives some advices for monitoring system and assessment mechanism of the efficiency of industrial water consumption. These recommendations have important practical significance for the construction of water-saving society and sustainable utilization of water in Hebei province.
