With the improvement of people's living standards,motor vehicle especially automotive vehicle growing to bring great pressure to urban traffic flow and air quality.Simply rely on road construction can't fundamentally solve the problem of traffic congestion.For cities such as Changsha,road and Bridge's smooth passage for the smooth running of the whole traffic network is important.Road and bridge toll collection not only completed the payment and at the same time can through economic means to adjust the key section of bridge,this also is the reasonable use of public resources for tunnels.With the development of cities and new technologies,the drawbacks of "Annual Ticket" in Changsha are gradually exposed.The objective situations appear in Changsha City such as total collection amount of road and bridge toll decreased year by year,more and more difficulty in collection and auditing aspects.And news report pushed the problems to the new high discussion level.Other similar cities are also looking at the Changsha city to reflect the situation and the development of the situation Therefore,we propose a practical bridge toll way is necessary.The paper is taking the ETC new technology application of Changsha Xiang River bridge reform as the purpose.The city road and bridge toll would charge by the “Annual Ticket” to charge by frequency,by means of program design to realize highway double-plate compatible road and bridge multi-lane of the expressway toll collection system ETC.Firstly,the traffic situation of Changsha city is analyzed.Then this paper from the policy,technical,operational level demonstrates the feasibility of the implementation of Changsha City Bridge multi-lane ETC system,the feasibility of ETC system,and design the implement system of specific technical scheme and system scheme ETC,finally the scheme is verified by economic evaluation and social evaluation of the feasibility and superiority.Changsha City Bridge through the use of multi-lane ETC system to achieve the urban road and highway toll harmonization of standards,and has achieved very good economic benefits and social.This is worth promoting.
