Study On Project Cost Control Of Project Construction In ZLW Coal Preparation Plant

With China's economic development into the new normal,the market demand for the quality of coal products is getting higher and higher,the coal preparation plant project more and more attention by coal companies.Although China's coal mine and coal preparation plant construction started earlier,the number of construction and huge investment,but there is still a lack of scientific proof,hastily,do not pay attention to cost control in design phase,completion settlement far exceeds the design and investment estimation,problems such as high cost of production.Therefore,how to ensure the effective control of the project cost through the whole process of coal preparation plant function,quality,safety and energy saving under the premise of reducing the construction cost and operation cost,maximize the benefit of investment,it is particularly important.This paper adopts the method of literature research and quantitative analysis combined with SD,ZLW,coal preparation plant construction project as an example,points out the existing companies in the cost control of coal preparation plant in the whole process of construction projects in engineering,and puts forward the improvement measures: investment in the largest extent affect the project decision-making stage,should be closely combined with the coal washing after the market price and the actual market construction,scientific and rational,comprehensive system to make estimates and correct investment decision;in the design phase affect the cost of larger projects,should be the basis of optimization design scheme selection,in science,by promoting heavy medium shallow slot process standard design and quota design,scientifically determine the preliminary design and budget in the project;bidding stage,priority should be given to the EPC general contracting model,by strengthening the design review,commissioned a professional consulting firm for tight cost The bidding documents and the scientific and reasonable evaluation method,select the general contract firms to design and construction of a high level of technology,the relatively low price of the implementation of effective control of the project cost;in the stage of construction,through the organization,contract,technical and economic measures,strict control of design changes and site visa contract price;completion settlement strict implementation of three stage review system of supervision companies,construction units,professional construction cost consulting agencies,through accurate inventory of the completion of the project to ensure the accuracy of the completion of the settlement amount.This thesis analyzes the problems of cost control of ZLW coal preparation plant project construction process in the project,and points out that strengthening the importance of the cost control of the pre decision design stage,will change the current widespread only pay attention to the implementation stage and not pay attention to research the decision-making and design stage of cost control,so as to better achieve the whole process control of engineering cost the coal preparation plant;the whole process of construction projects in five stages of project cost control measures,will provide a good reference for the cost control of the whole process of construction projects in the future similar projects,to save construction investment,shorten the construction period of the effect.
