Research On The Influence Of EPC Mode On Hydropower Owners

Now the labor technology is more advanced by the social continuous progress and development,and there are more and more management means.For the construction of the project, the contract management mode is also undergoing profound changes.Especially in twentieth century, the international management mode is gradually introduced into our country,and more and more projects adopt the management mode in the line wiht the international ones. China is the world's major hydropower, and China is a very few country in the world by holding the huge numbers of power plantes and the large size of the installed capatity. Especially in recent years, the rapid development of hydropower is beyond people's expectations.Overall, the reform of China's hydropower construction management mode confirms the development of China's project management mode.At present,China's hydropower development and management mode is the traditional DBB model mostly, which means the owners identify their respective contractors of the design, construction and supervision through open tendering. The owners will manage and control whole units, and urge the contractors to complete their respective tasks. But with the reform of the national electric power system and state-owned enterprise restructuring, the domestic water and electricity design, construction, and supervision units are almost controlled by two large groups, which has a great impact on the existing traditional engineering contract management mode.A company as the owner of hydropower development company, is responsible for the hydropower development of the Yalong River basin.At present,while the development of the Yalong River Downstream Area has been almost completed, the A company is developing upper and middle reaches of the river. However, with the increasing cost of hydropower construction labor costs, environmental costs, land acquisition & immigration cost, if A company taking the traditional DBB model in the following development units, it will have a great impact on the economy of power plant construction, and can not take advantage of “One River,One Subject”, but increase the management cost.Based on the above, this paper first takes A company as an example to research the EPC general contract mode which is widely used and in which construction cost isrelatively easy to control.Then, it analyzes the effect the A company as the hydropower development owner to implement the EPC general contract mode. For systematic analysis, the study states the development and reform of engineering management mode from international and domestic aspects, introduces several management modes,and points out EPC general contract mode works well both at home and abroad. At last, this paper mainly introduces the EPC general contract management mode from the aspects of EPC project main contents, mode characteristics, construction procedure, advantages and disadvantages and application conditions. In combination with the actual situation of A company, the feasibility of implementing EPC mode is studied, and the effect of A on the implementation of EPC model is analyzed from the aspects of organizational structure and engineering project.Because of the limited level of the author, I hope this paper is helpful to the project management of the hydropower project management.
