Investigation And Analysis Of Watershed-scale Hydropower Energy Development In The United States And Its Enlightenment To China

It has great significance to investigate and study the situation of global hydropower resources and to understand the hydropower construction and hydropower development policies of countries all over the world at the watershed scale for formulating the development strategy and planning and related policies of hydropower energy in our country.Currently,some investigations and studies have been carried out by relevant people in our country.However,due to the lack of overall research and comprehensive and continuous tracking,and the existing research results have some problems.For example,unclear data sources,untimely updates,inconsistent measurement standards and unreliable results are existed.And it is difficult to provide timely and effective information and to meet the practical needs of industry management.In addition,the political environment,economic development level and investment environment of the world are different.And their policies and regulations on energy development and hydropower construction are different as well.So it is essential for formulating investment strategies of all countries to investigate and clarify the above-mentioned situation and to find out hydropower development plans of key countries concerned.It is proposed that basin-scale hydropower resources development planning is the cornerstone of formulating and implementing renewable energy development strategy,policy and planning in our country by taking the basin as the basic planning unit.Taking the United States as a typical case country,analysis the watershed-scale of the development status,development trend and policy orientation of water resources in the United States can provide scientific basis and technical support for formulating the overall strategy of water resources development,specific development planning of water resources of watershed-scale and relevant industry management policies in our River Baisn,which has important practical significance.At the same time,the Tennessee river basin is taken as a typical case to analyze the comprehensive development experience,development trend and policy direction of American river basin.The general situation and the current situation of hydropower resources development of each basin in the United States were introduced,and the technical exploitable amount of hydropower resources and the development degree with the installed capacity in a unified way were accounted based on summarizing the domestic hydropower investigation work in this paper.Furthermore,the experience of hydropower development in the United States was summarized,which mainly included that the priority of hydropower development was the first choice in the early stage of development in the United States;the accounting accuracy of hydropower resources development potential was improved by introducing the restrictive factors of social,economic and ecological environment;the coordination between regulatory reservoirs and run-of-river reservoirs was emphasized in the development process.The main enlightenments for the hydropower development in China are as follows: implementing hydropower priority strategy;innovating accounting methods to reassess the development potential of hydropower resources in China;and strengthening policy support of increasing efficiency and capacity for highlevel development basins.Establish a comprehensive planning and development mechanism for river basins.
