Study On The Planning Strategy Of Resilient City Of Harbin At The Background Of Risk Society

The progress of science and technology provide the urban a strong support,which promotes the urban to develop in a rapid speed and give people a more comfortable and convenient lifestyle.While the dual character of technology impacts in bringing social progress,also has brought more advanced ways to transform the urban and acquire from the ecosystems,such activities take the society into a new phase which is different from the traditional society and the unknown and unpredictable risks.When enjoying the progress of city,people also facing the unpredictable threats after entering the risk society.In modern society,the awareness of globalization is improving,the awareness of the world risk society is gradually increasing,and the concept of resilient city puts forward a new direction for city developing in the risk.Based on the theory of risk society,combining China’s development,outlining the characteristics and the influence to the urban systems.According to the background of resilient city and the connotations,demonstrate the relationship between risk society 、 resilient city and city vulnerability.Risk is probability of occurrence of an event,which is hard to quantify,in this paper,via the evaluation of urban vulnerability to assess risk and resilience,in order to complete the quantification process of risk society and resilient city.In present,there are less assessment system about the vulnerability of risk society,by seeking relevant literature and evaluation system,basing the unscrambling of risk society,resilient city and city vulnerability,construct a new city vulnerability evaluation system.Through settling indicators in existing or related system,establish an indicator base.Regard Harbin as the research object,collecting the data 2005-2014,determine the evaluation index via screening principle,correlation analysis and principal component analysis.Determine the weight by entropy weight method and determine the calculating formula by the index method to obtain a complete evaluation system.Through 10 years of Harbin urban vulnerability to evaluate the sensitivity and exposure,vulnerability,resilience and response capacity and analysis the feature of change.On the basis of Harbin urban vulnerability assessment results,then design the procedure of building resilient city,propose the stragety to establish resilient urban planning,and raise the question of the risk society and building a resilient city related strategies for the city development of new ideas.
