| Highway transportation plays a significant role in the development of national social economic and in the construction of "One Belt And One Road" as well as in the strategic safeguard tasks of social stability in Xinjiang.Xinjiang has the traffic characteristics of a wide field highway sparse road network.The implement of all kinds of emergency first-aid mainly depends on highway.It also has obvious features that emergency occurs in time randomness and spatial discreteness,so it is hard to predict location and scale as well as casualty.However,the emergency resource distribution density is low.The special climate,weather conditions and icy road have strong interference on emergency traffic.Mean while the scheduling technology lags behind and the efficiency is low.The study extracted the key mechanism of emergency procedures,built the mathematical model of first-aid ability and emergency impedance modulus,researched the stake coordinate positioning method and the choice of the First Aid for best resource and its’ optimal path,by analyzing remote first-aid characteristics in Xinjiang highway network,first-aid mechanism and first-aid traffic impedance.Eventually it set up the highway quantitative remote first-aid dispatching system.This system employs VB as development tools,embedding Map X to load the highway network MapInfo in Xinjiang,uses Access database management applications,satisfies the best scheduling and optimal path planning and other functions after the accident emergency resources.After the alarm,the Xinjiang highway quantitative dispatching system platform takes pile coordinate positioning method to load road name and stake number and to position the accident spot accurately.According to the level of accidents,the system will quickly choose the best optimal path for emergency resources,to minimize all casualties and to make economic losses to the lowest. |
