In the current society, with the rapid development of the city, the area of all types of public buildings, civil construction also will be rapidly increasing, which beyond the planning and design of heat load growth rate in the heating area. In the past, the heat supply capacity of the heating source is near to saturation, and the existing heating network cannot meet the further increase of the heating medium. Some new zones of the city are facing the problem of heat source shortage and the heating network cannot extend. On the other hand, with the national strengthening of air pollution control efforts to dismantle the urban area of coal-fired boiler room, using of clean energy heating resource will become the future development trend of heating supply systems. However, due to the low heating capacity of alternative energy sources, high investment in construction projects, poor system operation and other serious constraints on the use of clean energy heating development rate, and then the tension of heat source is further exacerbated. Therefore, there is no heat available in some areas of urban; a phenomenon of short-term or long-term “Heating Supply Island” arises. To solve this problem, we must find a new way of heating supply.Based on the phenomenon of “Heating Supply Island”, this paper designs and calculates three different heating supply schemes—the traditional heat supply scheme of direct buried pipeline, the heat supply scheme of the mobile energy storage vehicle of hot water and the heat supply scheme of the mobile energy storage vehicle of phase change materials. In this paper, the operating characteristics of each scheme, the relevant equipment and related operating parameters are designed and calculated. Finally, this paper calculates and assesses the cost, revenue and net operating income of each scheme, then the best economy of the heating scheme can be reach.Through the design and economic analysis of the three heating supply schemes, the results show that: First, the design of the three schemes can be achieved in the technical means, and can meet the heating needs of users; Secondly, compared with the traditional heating system which use of direct buried pipe method, the mobile energy storage heating system which use of industrial waste heat as a heat source and mobile energy storage vehicles,has a better economy performance;Thirdly, in the mobile energy storage for heating supply system, because of the mobile energy storage vehicle with phase change material is equipped with the heat storage material which has a strong heat storage capacity, it has more heat storage quantity. And then compared with the hot water mobile energy storage for heating supply system, the phase change mobile energy storage heating system has a better economic performance. Fourthly, to the heating islands which similar to the characteristics of this case, in the economic point of view, it's appropriate to use of phase-change mobile energy storage for heating supply system to achieve heating supply.
