The engineering construction project is a comprehensive social activity. All aspects of the work have great uncertainty. Taking risk management can make the project feasibility study more deeply, in order to make the decision scientifically, reduce uncertain factors in the construction and achieve the goal of controlling the project cost and reducing the waste.Based on the theory of risk management, this paper takes the project of Water Purifying Plant Engineering in Changxing Island Harbor Industry Zone for instance and considers the situation of the project to analyze its schedule risk, cost risk and quality risk. This paper refines the risk factors of the project from technology risk, policy risk, economy risk and environment risk, and refines thirteen factors. This study builds a hierarchical structure model of the overall risk assessment of the project. This paper using analytic hierarchy process to process thirteen risk factors and main results are as follows. Order of risk factors are economy risk > technology risk > environment risk > policy risk. The overall risk of Water Purifying Plant Engineering is at a low level. The focus of project risk management is the owners default, changes of material price, the construction survey, the public opinion. Finally, according to the risk assessment results of Water Purifying Plant Engineering, this paper proposes four response measures including standardizing contract management, purchasing project liability insurance, claiming to the employer as well as strengthening organization and management and the management of technological risk.This research studies risk identification, assessment, response and monitoring of the engineering construction project from the aspects of theory and practice and tries to make the project of Water Purifying Plant Engineering become systematic which provides a reference for the project which is similar to Water Purifying Plant Engineering to manage risks.
