Research On The Core Competency Of Emergency Commanding Officers In Civil Airport

In recent years,the number of emergencies is increasing rapidly as construction of new airports and reconstruction of old airports.In order to improve capability of safety operation and efficiency of emergency rescue at airports,the systemic research on the core competencies of emergency commanding officers is required.Firstly,based on the concept of competence,the concept of core competencies and the theory of competency model,the connotation and concept of core competencies of airport emergency commanding officers are defined.Secondly,the 36 indexes of airport emergency commanding officers core competency were obtained preliminarily by using the method of text research and expert interview.After screening,22 core competencies indexes were selected.Then,on the basis of the method of questionnaire survey and exploratory factor analysis,five-dimensional structure of core competencies of airport emergency commanding officers is determined,and the weight of each index is calculated by AHP.Thirdly,the research findings of the previous scholars on the methods and tools of capability assessment are used for reference to select the measurement methods of core competencies of the airport emergency commanding officers.The grey correlation degree of the subjects is calculated so as to measure the overall level of the core competence.In addition,the expert judgment method is used to test the overall core competencies and its validity.Finally,5 emergency commanding officers of a certain airport are chosen as an example for the implementation of assessment.And result shows that the overall relevance of the subjects is ranked as C>B>D>A>E,and the C is the highest among these subjects.This research has a rich theoretical and practical significance.It not only broadens the research field of core competencies,but also enriches the theoretical research on the assessment of core competencies of airport emergency commanding officers.Besides,it contributes to selection and appointment of qualified personnel and the career self-management of the subjects,and makes personnel training and recruitment more targeted.
