Water conservancy and hydropower junction is a multi-level and multi-dimensional project system, often with environment uncertainty, organizational complexity,comprehensive information, diversity management target, etc. Different stages due to the complexity of the project internal structure, the participation of the subject, scope of work,there are changes in external environment engineering, therefore, the hub of the water conservancy and hydropower project management is essentially a multi-stage, multi-level and multi-objective dynamic control process. In the face of such a complex giant system,dynamic,traditional project management ideas and methods can not fully adapt to,must have quality.This paper mainly focuses on the implementation of the water resources and hydropower hub stage, water resources and hydropower research hub on the implementation of progress - cost the principal part of the project implementation stage. Trying to Z hydropower project principal part of the project as the research background, through multistage earned value method in project implementation stage of the application as the theoretical basis, combined with critical path analysis, make up for the deficiency of traditional earned value method in the application process, set up a based on the improved earned value method of the cost of progress - joint control process, complete the Z hydropower project principal part of the project schedule, cost and its impact on the future forecast deviation analysis. Due to influence the progress and cost of the project carries out the effect factors are complicated and has a certain randomness, so in this paper, the practical problems of probability model was established based on monte carlo simulation, through the Matlab language programming to realize the generation of random Numbers, the Z hydropower project subject construction schedule and cost deviation analysis for dynamic simulation of deviation analysis results and its influence to the future development trends of the project.Paper hope through improved earned value method in the practical hub of water resources and hydropower project management application, points out that the multi-level system of water resources and hydropower junction project management should be developed towards integration, efficient, systematic, and constantly improve the earned value method in water conservancy and hydropower junction project management, the application of combining with computer simulation technology, and other project management software,promote the use of earned value theory of water resources and hydropower junction project progress - cost analysis of deviation and more scientific and reasonable measures are put forward.
