Fleet operation unifies the management of vehicles in order to maximize the utility efficiency of vehicles, thus it is a more efficient way of resource allocation.Fleet management service is an important application of Internet of Vehicles. Carrying out the fleet management services application research based on the actual scenarios requires a huge amount of human and material resources, and the process is not easy to control.By extending the traffic simulation software to support the broadcast communication between traffic elements, the fleet generation and various control operations for the fleet, this paper provides a simulation system of fleet management services at a low cost while closes to the reality. This paper also puts forward a kind of fleet management function under the limited communication scenario, and takes it as atypical application to verify the availability of the simulation system.Firstly, the paper introduces the background and the related technology about simulation system of fleet management service based on broadcasting, while analyzing its scenarios. Then, according to the process of software engineering, this paper summarizes the capability of fleet management service system and its simulation system from the perspective of fleet management application developers and fleet management service validation personnel, and gives a detailed description of their capabilities. Meanwhile, this paper designs the simulation system in three aspects, including system architecture, key processes and the internal and external interfaces, and then develops the system based on the traffic simulation software TransModeler. With the help of vehicle simulation terminals, the function testing of simulation system is accomplished, and the verification of fleet management function is implemented under the limited communication scenarios. Finally, the whole work is summarized, and further research directions are discussed in brief.
