The enhancement of hardware equipments and software systems brings the rapid development of technologies on intelliegent and networking vehicles. Under the cricumstances of urban traffic, the information sensing service related to transportation and public administration based on intelligent vehicles has great value in rendering high-quality Internet of Vehicles (IoV) services and improving the traffic environment along with public services.In this thesis, we take IoV and crowd sensing technology as our basic solution to provide task allocator with sensing services by urban intelligent vehicles. To carry on the service, we design and implement a complete workflow and system. In order to validate the service's integrity and availability but in the mean time reducing resource consumption of deploying a real experiment scene, we accomplish simulation verification on services workflow with the help of IoV Mesoscopic Traffic Simulation System.At first, we introduce the research background and related technologies. Meanwhile, we define urban intelligent vehicles as our sensing subject to provide services for task allocator. Next, we analyze the functional requirements and divide the system into three parts including simulation configuration, service workflow and simulation results output according to simulating principles. Furthermore,service workflow is taken apart into vehicle registeration, task dispatching, crowd construction, data collection, data processing and task reporting. On the basis, we describe the overall architecture, detail those functions,demonstrate interactive process and design both internal and external interfaces. Moreover, we draw class diagrams and illustrate methods for those key functions. Also, we give kernel service flow and integrate our system with IoV Mesoscopic Traffic Simulation System. Finally, we design test cases for function testing and integration testing. To end with our thesis, we summarize the thesis and point further work to be done.
