As the largest fossil fuel consumer in the world,China is faced with one of the most critical problems,controlling the greenhouse gas emission effectively.In respect of international experience,the initial purpose for establishing a carbon emission trading scheme is to optimize the allocation of social emission resources through market mechanism,therefore to achieve the overall reduction in carbon emission at lower cost.By June 19 th,2014,the seven pilots including Beijing,Shanghai,Tianjin,Chongqing,Shenzhen Guangdong Province and Hubei Province,had all launched its own carbon trading scheme.Although the trading scheme was launched,the initial allocation of allowances in the pilots has become anobstacle due to the differences in economic level,industrial technological level,and corporate emission level and so on.In some trading pilots,there are imbalances between carbon emission allowance supply and demand with distorted marketprice due to improper allocation of allowances.In power industry,under the circumstance of deteriorating economy and reduced power demand,it is hard to allocate the allowance fairly and effectively by grandfathering,historical emission intensity or industrial benchmark,especially when unit loading reduced and coal consumption per KWh rose.In order to assure the fair allocation of emission allowances,the article is to propose a new allocation strategy based on fluctuation of unit loading.Through learning the newest domestic and international academic research,the dynamic function relation between unit loading and coal consumption can be optimally fitted by using least squared method and genetic algorithm,therefore the allocation strategy can be applied to allocate allowances dynamically.By comparing the proposed strategy with benchmark method,it is apparent that the allocation result of the proposed strategy is better than that of the baseline;the allocated amount of allowance based on the fluctuation in unit loading is more close to the actual emission data.The proposed strategy,which is more scientific and more reasonable,would be meaningful to the establishment of the domestic carbon trading scheme in the future.
