With the rapid growth of the domestic economy,the social demand for electricity is increasingly strong,the power grid infrastructure investment will be growing.How to manage the power transmission project scientifically and give full play to its the economic benefits,it is the problem that the power grid decision management personnel must pay attention to.Power transmission project post evaluation is an important part of the whole process of power grid project management,it is a technical and economic activity to analyze the purpose,process,benefit,function and influence of the project.Scientifically and reasonably complete the post project evaluation of power transmission project,not only can provide effective reference and guidance to the relevant projects in the future,but also effectively improve the power grid investment decision-making and management level.In this paper,the present situation and development trend of power industry post evaluation are obtained after a systematic analysis of a large number of domestic and international power transmission project post evaluation research results;introduces several commonly used methods of power transmission project evaluation,especially the principle of the analytic hierarchy process method;a set of index system is put forward,including five first level indicators(implementation process,production operation,economic efficiency,project impact and sustainability),the two level and the three level indexes are determined according to the detailed analysis of the first level indicators,and a comprehensive evaluation model is build based on the combination of the analytic hierarchy process and the success degree method(which is used to determine the index weight and index score);finally,with the Jiangtao 220 k V substation power transmission project as an example,the rationality and practicability of the index system and evaluation model proposed in this paper are verified.The power transmission project post evaluation index system and evaluation model based on the combination of AHP method and success degree method proposed in this paper are scientific,reasonable,operational,and have a positive significance o improving the evaluation level of Zhejiang power transmission project. |
