Due to the accelerated growth of the city and the development process of urbanization,it is need to improve its environment.One of the facing problems and obstacles is the improvement to the old urban residential areas in cities which have severe situations increasingly.However,it is a large investment and workload to conduct the reconstruction projects towards these communities,and it also faces many contradictions and exists quite a lot of risks including human,material,capital and finance.Therefore,it is of great significance to reconstruct the distribution facilities in the old residential areas and is a real waste management project,which could promote the effective use of these old residential areas for the purpose to realize the suitable living environment.The following potential crisis may lead to the failure of the project constructions,such as a long project period,an increase of the capital investment and the change of the original design.All of these will bring the expected revenue decline,and even hinder the development and completion project.Considering a reasonable and effective risk management and control is very important to the risks in the engineering projects,this paper will carry out a comprehensive evaluation and analysis towards this issue.The transformation of the old district distribution facilities can solve the problems of the electricity safety,electricity demand and the quality of the service level.Therefore,it is necessary to make use of these old districts to realize the suitable living environment for the management of the old residential renovation project.In this paper,the old residential areas reconstruction project in Haidian District is selected as the research object and a scientific and reasonable evaluation index system is constructed.Then the intuitive weight is introduced and the fuzzy comprehensive evaluation model based on analytic hierarchy process is optimized.Finally the intuitionistic fuzzy comprehensive evaluation method is built and is applied to carry out risk assessment management,which will provide a theoretical basis for the country to reconstruct other old districts better.In this paper,the comprehensive evaluation of the risk management of the transformation project of the power distribution facilities in the old residential area in Haidian District was carried out.After the introduction of the background,this paper introduces the domestic and foreign research about the project risk management and the transformation of the old areas distribution facilities.Then the risk management and comprehensive evaluation theories related to distribution facilities renovation project of the old residential areas are introduced.Further,the basic concepts of project risk management and the basic content of project analysis and management evaluation are described in detail.On the basis of several theories,this paper introduces the current situation of the old residential areas of Haidian District in Beijing City,including the old residential power distribution facilities situation,the necessity of the transformation towards distribution facilities,transformation situation over the years,project expected results etc.In case study,the No.105,Road Zhongguancun of Haidian District in Beijing is taken as the empirical analysis object.The fishbone diagram was used to identify the risk evaluation system then a scientific and reasonable index system was built.According to the principle of the construction of the project,the intuitionistic fuzzy comprehensive evaluation index system of evaluation index is established on the basis of the analytic hierarchy process and fuzzy mathematics theory.Finally,according to the risk assessment results,this paper puts forward several relevant countermeasures of risk management,and provides the corresponding reference for other cities to study the risk management of the old residential areas.
