Pricing Comparison And Bidding Risk Control Study On Overseas Transmission Projects

Going abroad to the international market competition to participate in the international division of labor is the trend for Chinese enterprises,but also the law of the flow for advanced productive forces from developed to sub-developed or underdeveloped countries.After years of development,China's power transmission project has made considerable progress from the voltage level,technical standards and norms,the level of construction management and other aspects,we also has the conditions transport advanced technology to other countries.But in the "going out" process,the control of the contract business ability,especially for the international project bidding offer is the key of success or failure.If we don't strengthen the quotation system research and analysis or don't sum up the law and be well prepared,our power companies will pay a heavy tuition and the price for the "going out".Through the reviewing of China's costing and pricing system,and considering with the characteristics of overseas electric power project bidding,the paper studied the pricing and bidding risks on overseas transmission projects.The study results can provide references to relative enterprises.Take overseas transmission projects as example,the pricing mode and bidding risk were analyzed.The main contents include: First,the engineering quantity list pricing was explored with project's attribute,the basic methods of it were reviewed and some risk management methods were adopted and introduced.Second,via a typical overseas transmission project,SWOT tool was used to analysis strengthen,weakness,opportunity and threat of local enterprise which have the willing to bidding for the overseas transmission project.Third,the bidding risk evaluation system was constructed through identifying the influencing factors of overseas bidding.An empirical study was also given to 440 k V transmission engineering by using the fuzzy-AHP method.At last,following the bidding process,the management and control strategies were given to relative decision-maker.
