With the advance of China's power market reform,there have been many provinces and territories expand transmission and distribution tariff reform by 2016.Transmission and distribution tariff reform changed the grid company's traditional business model,via approved transmission and distribution tariff will strengthen the power grid cost constraints and economic needs.In addition,electricity market reform will bring more uncertainties for power grid,such as the output power uncertainty of distributed generation.New problems with the power network planning based on the reform of China's power transmission and distribution tariff,this article researches distirbution network planning models and methods considering transmission and distribution tariff,and the main contents are as follows.Analysising the effect on network planning of the transmission and distribution tariff reform,researching the major influence factors from the view of planning principles,planning models,and planning methods.Proposed power grid plann ing ideas based on transmission and distribution tariff reform backgrounds,corresponding mathematical model of power grid planning of objectives and constraints will change,established distribution network planning considering transmission and distribution price uncertainty models.Basing on the uncertainty distribution network planning model which considering the transmission and distribution prices,this paper presents the method for solving multiobjective planning problem.Power flow calculation based on half-invariant method is used to check the chance-constrained conditions of the programming model,the uncertain programming model is translated into deterministic optimization model.Combined distribution network connectivity and requirements of radiation of the network structure,an improved non-dominated sorting genetic algorithm(NSGA-?)is proposed to solve the model,the population initialization and genetic operators of the algorithm are optimized,the method improves the speed of evolution by eliminating a large number of infeasible solutions,and eventually using technique for order preference by similarity to ideal solution(TOPSIS)method based on entropy weight to sort the pareto frontier solutions,filtering optimal network planning scheme.According to the index system design principles and construction method,combined with the reform of China's power transmission and distribution price analysis of the impact on efficiency of power system planning,building the benefit evaluation index system under the background of transmission and distribution price reform,from the aspects of costs,economic efficiency,environmental friendly,reliability benefits.Using the TOPSIS based on entropy weight comprehensive evaluation method,to evaluate the benefits of the power grid planning programmes,which provides the basis for investment decision of power grid planning.
