Port channel is shipping safety accidents black spot.Especially a few international ports,there are large number of ships,loading and unloading of multifarious,often results in waterway accidents.Therefore how to avoid channel safety accidents,and improve the efficiency of port loading and unloading is a common concern for port authorities and shipping operators.This paper based on the above reasons,based on the analysis of common problems existing in the current port security is the lack of port channel planning;And lack of port safety management.On the basis of introducing the theory of comprehensive Safety Assessment(Formal Safety Assessment,the FSA)theory,combined with the theory of fuzzy mathematics knowledge,the port navigation Safety Assessment,the improved model is established.With the development of Guangzhou port economy,pearl river wharf and sailing ships quantity of the channel are increasing,ship type developing in the direction of large-scale,modernization and diversity.Marine traffic density in the channel is increasing and ship navigation risk is higher.Over the years,Guangzhou import and export channel had been dredging and widening for many times,so as to meet the needs of ships navigation.However,the basic planning of channel is not changed for decades,parts of segment of the navigation of ships crossing situation,have a higher risk of navigation safety.This paper hope to establish a model using FSA and fuzzy mathematics theory,to find the problems in Guangzhou port channel.Reduce the number of vessel traffic accidents of Guangzhou port waters,improve the channel security and efficiency.In addition,the paper based on the analysis of the problems,put forward specific improvement measures of Guangzhou port security issues.
