Civil aircraft flight safety has become the first element of concern when airspace environment is more and more complex today.Inventions of Primary Surveillance Radar and Secondary Surveillance Radar can help people master active flight information to avoid the risk of running planes.Primary surveillance Radar use the echo to detect the position of target and improve scope greatly rather than manual monitoring.At the same time,SSR is more technological compared with PSR,can reduce clutter interference and identify aircraft.There has been a new surveillance system---ADS-B because Radar has difficulty to setting up in special areas and efficiently monitoring target.ADS-B gradually attach the importance in development of civil aircraft due to wide range of monitoring,low cost and high precision.The flight path will deviate from the scheduled flight plan due to various factors,in addition,excessive deviations can cause an increase in the probability of an aircraft accident.Through the monitoring system to master the flight of the aircraft dynamic information and use information to compare with aircraft flight plan,that is,consistency testing.First of all,the paper not only introduce operating principle of three kinds of surveillance but also conclude their advantages and disadvantages.Paper select ADS-B as the main way to monitor the aircraft combined with development of international civil Monitoring System.ADS-B's data is derived from GNSS,for example,analyzing GPS's positioning principle and error source is necessary.Then,analyzing the original ADS-B data combined with CAT021 message protocol under the condition of guaranteeing ADS-B monitoring performance.In next,we could be sure of flight areas according to Google earth.Beyond that,select flight data and compare with the flight plan track,and propose the method of calculating the coordinate point error,and compare with the deviation threshold in the regulations.Finally,using the Reich modelto calculate the collision probability of the aircraft in the CNS environment in order to verify that it satisfies the safety level,that is,the consistency.
