With the strengthening globalization on world economy, China has introduced foreign capitals, technologies and management experience, as well as the cultures and thoughts undoubtedly, which has been laid the foundation for the implementation of Go Out Policy.These years, not only the Chinese entrepreneurs have making an entrance onto the world stage,but also the stepping-out of Chinese cultures are facing the great opportunities under the One Belt And One Road strategic concept. However, no matter it is Open Strategy or Go Out Policy,cultural colonialism has been the obstacles on the way of Chinese culture development.Cultural colonialism originated from colonial times. During the later colonial period,Western colonialists gradually had abandoned colonial activities in the forms of heavy-handed military repression but by virtue of exporting culture-ideology such as Western Centrism and cultural hegemony, to conquer others, while urban material space form has becoming one of the important means of cultural colonialism.Regarding to urban material space, the urban planning and construction in colonial cities are the ones that cultural colonialism expressed and implemented thoroughly. As the political and economic center of colonial government, big colonial cites has been turned into experimental fields of urban planning and architecture design. For the reason of demonstrating the colonial empire's power of discourse and representing colonial power in a "foreign context"and a “condition of displacement" as the group owning power often is a minority group, colonial urban planning and architecture embraced rich cultural and political ideologies. At present, as a remnant of colonial period, cultural colonialism has never gone away but has been continues in a more insidious way.After analyzing "HSingking Planning" of Changchun,Rabat and Casablanca's planning and construction and "Obus plan" of Algiers during Manchukoku period, French-Morocco period and French-Algeria period respectively, author indicating the relevance between colonial urban planning and architecture and cultural colonialism, Recognizing the inherent logic of capitalistic architectural culture, making us having a clear understanding of the causes of the current urban planning and construction phenomenon. Through the deconstruction of western hegemonic discourse on one hand to prepare for reshaping the cultural identity and inheritance of the Chinese nation, while seek for suitable methods to develop foreign urban construction and cultural communication on the other side and void foreseeable problems.
