In recent years,China’s wind power industry has developed rapidly.However,the influence factors of the construction of the wind farm project are complicated and correlative.Therefore,we need to clarify the extent of the impact and correlation between factors.Study the construction and development of the wind farm project from the perspective of influencing factors and discuss the strategy of wind farm construction which is suitable for Chinese national conditions.It is of great theoretical and practical significance to promote establishment of the wind farm project.In this paper,it stated the related theories and research results of Interpretative Structural Modeling Method and MICMAC systematically,and combined the construction problems of Wolong mountain wind farm project.In order to realize the construction requirements of the project,the analysis structure model of influencing factors should be established firstly,then the driving force and dependence of influencing factors are analyzed by using MICMAC,and at last the construction strategy of the project should be proposed.1.This paper analyzed the current situation and existing problems of Wolong mountain wind farm project,and stated the existing problems of the wind farm project as well as the characteristics and particularity of the project.Meanwhile this paper analyzed the task and requirements of the project.Finally,it identified the factors that affect the construction of the project.These analyses are helpful to understand the nature and reason of the problem,and provide directions for the analysis and solution of the following problems.2.General description and researches were done based on relevant documents as well as real problems in wind farm projects.Influence factors were identified in terms of four aspects such as capital,construction,management and personnel.Importance degrees and logical relationships among such influence factors were obtained through interpretive structural modeling by means of ISM.Among them,the first factor influencing the project is: the absence of construction funds.The second factor: extensive pipeline,unclear responsibilities,more engineering disputes,the lack of effective planning,the imperfect organizational institutions,the low efficiency of work;The third factor: the insufficient of construction preparation,the low of self-financing ability,the loose of the budget management.The fourth factor: engineering supervision department in place,engineering subcontracting.In thestructural model,the importance of the level of influence in the structural model increases from bottom to top.And on the basis of the analysis of ISM,Make full use of the driving force and dependence of the 12 factors calculated by using MICMAC.3.Research on influencing factors : according to the third chapter of the identification of the 12 factors,it is concluded that the final influencing factors are “capital” and the three independent elements are “construction”.Therefore,the first chapter of the Wolong mountain wind farm construction project is evaluated by fuzzy comprehensive evaluation.Then this chapter put forward the corresponding control measures according to the “money” and “construction” after the evaluation,to solve their own problems and provide reference for the influencing factors of wind power project.
