The Establishment Of Space Science Cooperation Between China And Europe & Implementation Of The "Double Star Program"

During the past 20 years from the end of the last century to the beginning of the 21st century,the number of interactions in the field of space science between China and Europe has become more frequent and the cooperation mechanism has gradually matured.The "Geospace Double Star Exploration Project"(DSP)became a milestone in the field of space science cooperation between China and Europe as a major space science project.This paper systematically analyzes the process of establishing the cooperation between China and Europe in space science and the implementation process of DSP,which mainly includes the following contents:First,it collected relevant historical data of Chinese space science exploration activities in the special node from 1950s to 1970s,including the establishment of "581"group of Chinese Academy of Sciences in 1958,the magnetic storm group of Institute of Geophysics,Chinese Academy of Sciences and the high-altitude air delegation's visit to the Soviet Union Activities in 1959,etc.It pointed out that the country's own scientific strength and political relations between countries are important factors affecting international scientific and technological cooperation;combing archives about Chinese Academy of Sciences jointing Electrical and Mechanical Engineering Institute of Shanghai and other units to build T7 rocket,which reflecting the beginning stage of China space science and technology is tough and tortuous.Second,with complicated international political environment after the end of the Cold War,It clarified the background and opportunity of the cooperation of the China-EU Cluster Scientific Data System project due to the process of Liu Zhenxing's important academic theory results-the vortex-induced reconnection theory and its international influence,and thus the connection with ESA.It also analyzed the impact and significance of the cooperation in China-EU space science by combing the cooperation process and concluded that international cooperation is based on the mutually beneficial.Third,it pointed out that DSP is subject to the domestic and foreign double thrust,and the smooth implementation of the project is also the "the right place and the results"by studying the background of the presentation,the project's projecting,the project implementation,the theoretical results obtained of DSP.This paper analyzed the role of China-EU cooperation in the whole project,clarifying the status of the establishment of China-EU space science cooperation,evaluating the status of DSP in the history of China-EU space science cooperation and summarizing its revelation about international cooperation in science and technology,including China-EU space science cooperation.
