Human civilization is born in water,and in the long run with nature,people learn how to avoid rain and flood disasters,and how to use rainwater resources.When came to the historical process of modern transformation of human nature,the force due to the impact of the industrial revolution brought a rapid increase,the city population explosion,building height and density increasing,the city to speed up the expansion,causing a bad influence to the ecosystem,the impact is multifaceted and long-term.In the past two hundred years,the large city all over the world have erupted stormwater problems,the specific performance is not sufficient to exclude City waterlogging in the flood season in the municipal pipe network facilities,the loss of city stormwater management ability in the heavy rain,the water resources crisis has continued in terms of quality and quantity.To alleviate this dilemma,the United States,Britain and other countries to try to implement new stormwater management practices in addition to the municipal pipe network system,the stormwater management objectives are different,the implementation of the practice is also different,but all comply with the natural cycle of rain and flood.There is wisdom on flood management in China's ancient city,in the modern,the developed countries and the same city stormwater problems,in recent years,the rise of the sponge city "concept in our country,the city can be like a sponge,can in the flood storage and detention of rain,can also save water in the dry season,improving city ecological system function and reduce the flood disaster in the city.As one of the main districts of Nanjing City,Qinhuai district is also the birthplace of Jinling culture.It has a long history and a large number of rivers in the region,which is the Qinhuai River system.The main river southeast of the Qinhuai River city moat city will be divided into 3 regions,the northwest region as the center has been built,the distribution of Xinjiekou business circle,the old South Historic District,high building density,green space is relatively scattered;northeast area is relatively low,the eastern high tech Industrial Park and development land,municipal infrastructure is still not perfect,and the low-lying,flood season rain and flood disasters in high-risk areas;the southern region was the Air Force Colonel airport,surrounded by many shantytowns,according to city planning,the airport has been the relocation of Colonel,shantytowns are levied in this area will be built into the "wisdom metro".Nanjing city rivers are basically crossing water,so in the District,including Qinhuai,stormwater management should face the dual pressures of upstream flood and waterlogging in the city.Qinhuai District in 2010 launched a project to create a diversion of rain and sewage and drainage standards,the implementation of drainage network reconstruction,from the transformation of the results,is generally effective in solving the city plot flooding phenomenon,the main problem is the ability to cope with heavy rain when the elasticity is not enough and serious water pollution;in the aspect of organization system the water sector has been established,independent and comprehensive implementation of water environmental remediation work,but in practical work,still need further integration of information,management.According to the different objectives,the management model can be divided into two parts:runoff control goal orientation,rainfall flood resources utilization goal orientation and return to natural ecological goal orientation.Guided by the three foundation,proposed to the Qinhuai area stormwater management mode a targeted strategy also pointed out that the three oriented stormwater management model does not exist in isolation,but interdependent,in practice,should follow the laws of nature,seeking truth from facts,gradually promote the whole built a stormwater management mode.Then,from the three aspects of urban water system,transportation system and construction group,taking typical cases as the representative,this paper expounds the construction methods of rainfall flood management mode in Qinhuai District,and puts forward the optimization measures.Finally,combined with the economic attributes and the role of government,from the planning level,the construction level,the management level and the application of high-tech security measures.
