Heilongjiang is one of the industrial bases in China.The demand for electricity in Heilongjiang province keeps increasing.Due to the development of manufacturing industry,the demand for electricity in the eastern part of Heilongjiang is increasing.So,we need to ensure adequate supply of electricity in the region,and the scientific layout to build a regional power supply system.The expansion and renovation of water conservancy power stations in the district are also carried out.On the basis of protecting the environment,we will further improve the power supply in the region.The high cost of the expansion project of the BL power plant enlarges the economic pressure of the project construction unit,affecting the smooth progress of the construction work of the project.Therefore,effective control of the project construction cost,make full use of various resources,to ensure that the project is BL power plant efficiency expansion renovation is the core of project management tasks.The paper will study on how to carry on the scientific and effective cost control,effectively on BL synergistic scale plant renovation project,on the whole process cost control,use earned value method,the specific application in electric power engineering project cost control.Paper starting from the actual situation of project construction,analyzes the main problems of the project cost control,cost control for the overall planning,based on the decomposition of project cost,the cost of the project plan,the project preparation stage,implementation stage and completion stage of cost control are studied,and the implementation of the project cost control process and the organizational environment,the guarantee of the project cost control measures,so as to realize BL power plant expansion and increase the effective control of project cost.Thesis research can effectively improve the effect of the implementation of the project cost control,ensure the project construction cost in a reasonable range,reduce the project cost risk,to ensure that each of the construction of the project smoothly at the same time discusses the whole cost of the project management theory in power engineering project practical application,has certain practical and theoretical significance.
