Since the beginning of the 90’s our country real estate industry at the beginning of twenty-first Century, the real estate industry has been a national, public attention. In recent years, along with the Chinese economy’s position in the world economy rising, appeared on the world will be on China, on China will talk about real estate, real estate is becoming increasingly fierce competition. Real estate development enterprises to grow and develop, must pay attention to and control the cost of real estate development. Therefore, the new economic environment, the cost will be an important factor which affects the profit. On the real estate development enterprise cost control problem is studied, is conducive to the rational use of land, to avoid the real estate market bubble economy. This paper studied on the cost control of Yantai Binzhou Medical College Affiliated Hospital Two Period Family Buildings Project, the main research contents are as follows:firstly, it expounded the concept of project cost, project cost control and the project cost control method, and analyzed the composition of the real estate development project cost control content; Secondly, it introduced the project background, project basic situation and the project unit, on the basis of this paper expounds the basic project construction procedure, the key to the project and then estimated the cost of the entire project down to 14 points, the work package, and then the calculation and statistical values of total project cost plan; Again, it built the project of dynamic cost control system, used the earned value method to six points selected in the project implementation plan value, actual value and the cost of the earned value analysis, judge whether the project cost, schedule under control, and cost overruns, schedule delays and its solution are discussed in this paper; Then, the paper analyzed the problems existing in the project cost control process, main show is:subjective decision result in inaccurate product positioning, lack of project development cost control concept, the project design units to strengthen cost consciousness, the project design units to provide the service work to be perfect, project design cycle by excessive compression, construction material regulatory enforcement is not standard, cost control system, rewards and punishment cost management mechanism is imperfect, lack of control of quantities visa work, cost saving consciousness is not strong and there is no clear phased project cost analysis, completion inspection and acceptance of overruns and waste phenomenon, lax management, etc.; Finally, from the decision-making, design, construction and completion acceptance four stages respectively targeted project cost control are put forward.
