In recent years,many blackouts happened warns us that the large-scale interconnection of grid can make the daily “little waves” subsided,but the “big waves” may cause cascading failure,which may lead to blackouts and bring huge economic loss and social harm.Therefore,it is necessary to make black start(BS)schemes in advance for making the restoration methodically as soon as possible.The growing permeability of wind power in the power system makes it necessary to integrate the wind power into the BS.The improvement of wind power control technology and energy storage technology makes it possible to apply the wind power in BS.In this paper,the energy storage power station(ESPS)is introduced to make the output power of wind farm(WF)smoothly for making the WF participate in the preliminary BS.A new capacity configured strategy of ESPS is put forward to make the output power of WF meet the requirement of preliminary BS.Then,the following BS of the islanded system formed by hydro plant,thermal plant,WF and ESPS is verified.Firstly,the mathematical models of doubly-fed wind generator and ESPS are studied,which are built on the PSCAD/EMTDC.The correctness of the model of WF and the rationality of model of ESPS are verified by simulation.Secondly,a new strategy of capacity configuration of ESPS is proposed.First,maximum power fluctuation which the preliminary restoration system could balance is get,which is regarded as the limitation objective of the wind power output.Then,the limitation objective is treated as the main evidence for determining the power of the ESPS and the limitation objective and the start-up time of the typical thermal units auxiliary system are regarded as the main evidence of determining the capacity of the ESPS,which ensure that wind power output fluctuation is limited in the limitation objective during the period when the ESPS plays a role in balancing fluctuation.At last,it is verified that the configured ESPS could ensure the WF integrate into the preliminary BS safely and smoothly by simulation.Finally,the verifications consisting of no-load over voltage and low frequency oscillation verify that the preliminary restoration system can bear the fluctuation of the combined system of WF and ESPS and the following process of restoration can proceed smoothly.
