The Highway Maintenance Comprehensive Management System's designment and development can improve effectively the traditional decision mode. So the system is of benefit to systematize, scientific and modernization, can improve the pavement resource and maintenance machine, can enhance highway using efficiency. So the study in the thesis is of great significance to the sustainable development of highway and regional economy.According to the present situation of maintenance management of China highway, relying on the Xian highway management bureau, analyzing the foundation of a great deal of data and documents, the related mathematics model about system are made sure. The work of the thesis has:Firstly, the concept of maintenance warning is put forward, after analyzing the evaluation and prediction of pavement performance, evaluation method in China and the grey predict model are endured;Second, studying many methods of pavement maintenance fund allocation; benefit-expense method is established;Last, the rational selection and distribution of pavement maintenance machinery models are given. Three mathematics models provide a basis for building system.Based on the mathematics models, according to the present situation of highway maintenance management in Xian highway management bureau, demanding analysis,function design,system modeling,data base design and safety design of system are given. Microsoft access 2003 is regarded as management tool of data base in system service; Visual Basic 6.0 is regarded as developing tool of client side's Interface. Finally, Relying on the science and technology item of《Development and Application of Highway Maintenance and Machine Equipments Information Management System in Xian》,the example of the development of the system is gave.
