With the development and progress of science and technology, tracking positioning technology has been widely used in various transportation service companies. Whether highway or waterway, short distance or long distance, inland or ocean, real-time tracking of goods based on GPS system has been realized. The GPS system brings us convenience,but there are also major security risks. With the particularity and complexity, railway freight tracking has been depended on Automatic Train Identification System (ATIS).It has low accuracy and can not meet the requirements of customers. Beidou satellite navigation system is a global satellite navigation system which is independently developed and independently operated by our country. Advancing the application of Beidou satellite navigation system in railway and giving full play to its positioning, communication, high-precision measurement and other technical advantages are in line with national development strategies and safety requirements. At the same time, it is of great significance for perfecting the railway technical system, promoting the development of railway technology and enhancing the strategic security of railway transportation.This paper introduces the general situation of domestic and international freight tracking technology status and development, the principle,accuracy and application in road traffic and the relevant experiments done in railway. Through the analysis of architecture,characteristics and accuracy of Automatic Train Identification System (ATIS) ,put forward higher accuracy freight tracking system based on the Beidou satellite navigation system and design the overall platform based on the railway geographic information system. Through the research of the Train Accurate Reporting System and Transportation Dispatching Management System(TDMS) the Web Service interfaces are designed. According to the Beidou system test in the EMU, the Beidou monitoring center interface is developed. Finally,using J2EE technology, the application software of freight tracking system based on Beidou satellite navigation is developed. It gets the vehicle latitude and longitude coordinates through the user input vehicle number and displays the location on the railway geographic information platform to the user. The system improves the precision of freight tracking from hundred kilometers to meters class and achieves a better tracking accuracy than ATIS. This is of great significance to meet customer needs, optimize the allocation of enterprise resources, and improve the quality of railway freight service.
