Research On The Supply And Management Of Allocated Land In Terms Of The Protection And Reconstruction Of The Ancient City Yangzhou

Yangzhou,an ancient city,which enjoys a history of 2,500 years old,has been announced by the State Council as one of the national first batch historical and cultural cities.The city is famous for its rich cultural heritage and historical resources.Therefore,the protection and reconstruction of the ancient city can help us discover and make full use of the cultural and historical resources,which not only helps to enhance the charm and vitality of the city,but also promotes better and faster economic and social development of the city.It is of great significance to take advantage of the support and protection function of land elements and make good use of land,which can force the protection and reconstruction of the ancient city to develop in the right direction.Land allocation method is one of the existing land supply methods in our country,and this method has also been employed in the protection and reconstruction of the ancient city Yangzhou.However,due to the immature land location system and incomplete related management system,there are still many problems and conflicts in dealing with the land use problems in the protection and reconstruction of the ancient city,which have an important impact on the implementation of the whole project.Firstly,the paper introduces the concept,scope and related issues of land allocation,policies on the protection and reconstruction of Yangzhou City and the related background;Secondly,based on the author's first hand experience,analysis of current land supply in the protection of Yangzhou city and typical cases,this paper points out the following problems,namely the insufficient policy evidence of allocating lands,unclear description of the purpose of the land reconstruction,no asset management,no flexible methods of controlling asset,inefficient intensive land use etc..Meanwhile,this paper reveals the conflicts between public interest and private interest,conflicts between heritage protection and commercial development,and conflicts between flexible management of heritage assets and the limits of land allocation policy;Besides,the author analyzes the causes of the mentioned problems from the aspects of policy,government management,and enterprise level.Also,the author employs contrast analysis of the differences among the land use in Xi'an,Chengdu and Yangzhou city.Finally,based on the mentioned problems and contradictions,the author put forward a series of policy suggestions on setting up a"negative list" directory and selling "relative net" land etc.in terms of the improvement of land supply,policy management,the change of the way of land acquisition and utilization.
