With the continuous growth of national economy, China’s air transport industry has been developed unprecedentedly and its current strategic goal of the air transport is committed to becoming the world’s largest air transport market. However, from the perspective of the globe, the development of the air transport has made aviation safety a common concern. Especially in 2014, the frequent aviation accidents added the shadow to the air transport and had become the most gloomy year over the past 10 years in the world. People, therefore, focus on the issue of aviation safety again. China’s air transport industry should also take this as a warning and attach much importance to the safety management issue, particularly the pilots’overall quality being improved. Flying academies or institutions, responsible to train and provide flight personnel for the air transport industry, are now facing huge challenges under the severe circumstance of the aviation safety. Against this background, the effectiveness and the security of flight training have to be centered on. The safety management system (SMS), the most advanced, scientific and reasonable security management system, on the basis of collecting and analyzing safety information, could discover potential hazard and then take measures to control the risk, the method of which can be very effective to avoid underlying accidents. Therefore, it is necessary for flight academies or institutions which are under great pressure of flight training to establish a set of scientific and reasonable safety management system (SMS) so as to enhance their safety management level.This paper, based on the value and background of SMS as well as current research status of SMS, analyzes theoretical basics relevant to safety management and elaborates the security management system (SMS) in detail such as general structure, safety policy, risk management, security assurance and safety promotion. The status quo of safety management in flight academies or institutions is described, the safety management system (SMS) promoted and the practical application studied detailedly. Ultimately, problems existing in the safety management system (SMS) are pointed out and corresponding suggestions are put forward.The safety management system (SMS) has achieved good results after commissioning. For example, in the trial run of risk management, the system can analyze the system, discover the hidden danger and then take corresponding measures, greatly reducing accidents. The safety management system (SMS), can assist flight academies or institutions improve the safety management, further strengthen the ability of risk prevention, move forward the safety barrier, take effective measures to deal with various types of risks, play a very positive role of improving the safety management system and pave the way for flight academies or institutions in achieving long-term stability of flight training.
