With the acceleration of urbanization, the problem of environmental pollution, floods and other emerging sprawl and deterioration of the quality of the environment is a major challenge faced by urban development. Intensive development exacerbated the ecological stress of the city, green environment, quality of life in the pursuit of urban residents becoming stronger and stronger.Green Infrastructure (GI) has gradually become a cross-regional means to cooperate with environmental. Based on the urban and regional scale, it is a smart protection open space network; Based on field scale, it is the method of simulating natural hydrological process and rainwater management.The paper analyzed the essence of GI network building, summarized the planning principles, evaluating methods, building steps and evaluation models, and then studied GI network building on the scale of urban and planning strategy which took sichuan tianfu new area as the object, and also combined with comparative study of GI building in the United States, Britain and other developed countries. The main results are as follows:(1) As an elaborate work, those developed countries take GI construction and other infrastructures as equally important position. Based on the space of computer aided analysis technology, integrating ecology and functional value assess into GI build, and provide quantitative data for the construction of urban GI in the point of modeling, this result has great scientific value and practical value.(2) Through statistical analysis of green space landscape and ecological index in Sichuan Tianfu New District, and then combined with field investigation, I found that the GI of Tianfu New District had the weaknesses such as fragmentation, uneven distribution, uneven distribution, simple edge and so on. Formulating corresponding GI construction strategy, and then establishing the platform of GI network building, that includes identification of GI factors, the importance of network assessment and sorting, multifactorial elements superposition generation, besides, using space analysis, overlay analysis, "minimum cost distance" model to simulate hub and connection channel effectively in GI network.(3) In GI building technology and network evaluation method, the systemic and scales are the important indicators to measure the quality of urban GI network structure. In the city scale of Tianfu New District, I got land cover information by using the remote sensing image interpretation technology, which can identify elements of GI in Tianfu New District, and using the GIS powerful data analysis platform to assess form factor elements effectively, selecting functional assessment and ecosystem services assessment to determine the function and value level of GI, eventually completing the construction of a multi-level, comprehensive GI network in Tianfu New District which took the biodiversity protection, regional development and recreational orientation as the guidance.
